Notice of Interim Provisions on Rational Utilization of Construction Waste Brick Making and Special Planning of Sponge City in Hongyi Machinery Sponge City
To build a sponge city, there must be a "sponge body". These "caverns" are required to have the functions of infiltration, stagnation, purification and reuse. Finally, the remaining runoff is discharged through pipelines and pumping stations, which can effectively improve the standard of urban drainage system and alleviate the pressure of urban waterlogging.
The concrete manifestations of sponge body in urban construction are green square in public area, permeable road in park, permeable road in residential area, permeable parking lot, green square in public area, green space in park, water system in park, municipal roads at all levels, etc.
The recycled products of construction waste are mainly used in the construction of all permeable pavement. After being crushed and screened by equipment, construction waste can be transformed into various kinds of aggregates which can be recycled. Instead of natural aggregates, ordinary concrete or mortar can be used in the pavement base and subbase of road construction projects.
The recycled aggregate of construction waste can also be used to produce non-sintered blocks or non-sintered bricks, such as recycled permeable bricks, recycled slope protection bricks, recycled hollow blocks, thermal insulation blocks, etc. These are important basic materials for the construction of "sponge city".
Construction waste recycling products and related derivatives have broad application space in the construction of "sponge city". At the same time, the advantages of using recycled construction waste products are also obvious.
First of all, a large amount of construction waste is consumed to alleviate the dilemma of construction waste siege and bring positive environmental benefits. If a large number of recycled products of construction waste are used in the construction of "sponge city", the utilization rate of construction waste will be increased, the waste of land resources caused by traditional disposal modes such as landfill, sea-filling and landscaping will be alleviated, the dilemma of polluting surface water, groundwater and soil will be polluted, and positive environmental benefits will be brought. Hongyi Machinery will be conducive to the full selection of reasonable schemes in the construction of sponge city, effectively solve the recycling and reuse of urban construction waste, and produce permeable bricks in line with the national construction permeable standards, to reach the international level.

Housing and Urban-Rural Construction Departments of Provinces and Autonomous Regions, Planning and Construction Committees of Municipalities directly under the Central Government (bureaus), Construction Committees and Construction Bureau of Xinjiang Production and Construction Corps: In order to implement "Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Strengthening the Management of Urban Planning and Construction" (No. 2016), Some Opinions of the State Council on Further Promoting the Construction of New Urbanization (Guofa [2016 Guidance of the Public Office on Promoting Sponge City Construction (No. 75 of the State Office [2015]) directs all localities to do a good job in the compilation of Sponge City Special Planning. Our Ministry has studied and formulated the Interim Provisions for the Compilation of Sponge City Special Planning (hereinafter referred to as the Provisions), which are now issued to you.
Chapter I General Provisions
Article 1 In order to implement the "Several Opinions of the Central Committee of the CPC and the State Council on Further Strengthening the Management of Urban Planning and Construction" (No. 2016), the "Several Opinions of the State Council on Further Promoting the Construction of New Urbanization" (No. 2016) and the "Guiding Opinions of the General Office of the State Council on Promoting the Construction of Sponge Cities" (No. 2015) 75), we should do a good job in the special project of Sponge Cities. These Provisions shall be formulated for the preparation of plans.
Article 2 The special planning of sponge cities is an important basis for the construction of sponge cities and an important part of urban planning.
Article 3 In compiling the special plan for sponge cities, we should adhere to the principles of giving priority to protection, ecology-oriented, natural circulation, adapting measures to local conditions and promoting overall planning so as to minimize the impact of urban development and construction on the natural and ecological environment.
Article 4 In compiling a special plan for sponge cities, we should take into account the current problems and construction needs of water resources, water environment, water ecology and water security in light of factors such as urban rainfall, soil, topography and social and economic development conditions, adhere to the combination of problem orientation and goal orientation, and adopt measures such as "seepage, stagnation, storage, purification, utilization and drainage" according to local conditions.
Article 5 Special plans for sponge cities may be compiled simultaneously with or separately from general urban plans.
Article 6 The planning scope of the special planning for sponge cities shall be consistent with that of urban planning areas in principle, taking into account the integrity of rainwater catchment areas and natural ecological elements such as mountains, waters, forests, fields and lakes.
Article 7 Units undertaking the preparation of special planning for sponge cities shall have the qualification of urban and rural planning preparation of Grade B and above, and shall be engaged in the planning preparation within the scope of the qualification level.
Chapter II Organization of Special Planning for Sponge City
Article 8 The competent departments of urban and rural planning of the urban people's government, together with the departments of construction, municipal administration, gardens and water affairs, shall be responsible for the preparation of special planning for sponge cities. After approval, the special plan for sponge cities shall be promulgated by the people's government of the city, with the exception of the contents which are not permitted to be made public by laws and regulations.
Article 9 In compiling special plans for sponge cities, relevant planning data, basic meteorological, hydrological, geological and soil data and necessary survey and survey data shall be collected.
Article 10 The opinions of relevant departments, experts and the public should be widely heard in the preparation of special plans for sponge cities. The acceptance of relevant opinions shall be regarded as an annex to the submission materials for special planning of sponge cities.
Article 11 When compiling or modifying the general urban planning after approval, the annual total control rate of rainwater runoff shall be incorporated into the overall urban planning, and the natural ecological spatial pattern proposed in the special planning of sponge cities shall be taken as one of the control elements of the spatial development of the overall urban planning. When compiling or modifying the detailed control plan, we should refer to the requirements of the total control rate of annual runoff determined in the special plan of sponge city, and implement the total control rate of annual runoff according to the actual situation. The compilation or revision of special plans for urban roads, green spaces, water systems, drainage and waterlogging prevention should be fully linked with the special plans for sponge cities.
Chapter III Compilation Contents of Special Planning for Sponge City
Article 12 The main tasks of the special planning for sponge cities are: to study and put forward the natural ecological spatial pattern that needs to be protected; to clarify and decompose the objectives of annual runoff control rate; and to determine the key points of the recent construction of sponge cities.
Article 13 Special plans for sponge cities shall include the following contents:
(1) Comprehensive evaluation of the construction conditions of sponge cities. The basic characteristics of urban location, physical geography, economic and social status and rainfall, soil, groundwater, underlying surface, drainage system and hydrological conditions before urban development are analyzed, and the problems existing in urban water resources, water environment, water ecology and water security are identified.
(2) To determine the objectives and specific indicators for the construction of sponge cities. Establishment of Sponge City Construction Objectives (mainly Rain)
