In order to implement the Outline of the Thirteenth Five-Year Plan for Economic and Social Development of the People's Republic of China, the Leading Plan for Recycling Development and the Green Development Plan for Industry, promote industrial agglomeration, improve the level of comprehensive utilization of resources, and promote the high-quality development of comprehensive utilization of resources, the National Development and Reform Commission and the Ministry of Industry and Information Technology recently jointly issued "On Promoting Large-scale Solidification" Notice of Industrial Agglomeration Development for Comprehensive Utilization of Waste. By 2020, China will build 50 bases for comprehensive utilization of solid wastes and 50 bases for comprehensive utilization of industrial resources. The comprehensive utilization rate of base wastes will reach more than 75%, thus forming a new pattern of comprehensive utilization and development with multi-channel and high added value.
